This is my own conjecture, but I believe this is because the companies would rather create their own brands, or 'value' which separates them from competition rather than create standards which are open to all. BP doesn't really care that you want Top-Tier fuel, they care that you want Invigorate, so that's what they spend their $$ on to market.
